Artificial Intelligence and Cybersecurity in the Context of Hybrid Threats: Ukrainian Experience and Regulatory Approaches

Abstract

The article examines the relationship between the development of artificial intelligence (AI) technologies and current challenges in the field of cybersecurity in the context of hybrid warfare. Based on the experience of Ukraine, which has been in a constant state of information, cyber and military confrontation since 2014, the use of AI as a tool for both protection and potential threatening application is analyzed. Special attention is paid to the imperfection of the existing regulatory framework in the field of AI and cybersecurity, as well as proposals to create an integrated security system taking into account the latest technologies. The article offers conceptual and practical approaches to improving public policy, in particular through the introduction of ethical principles, interagency coordination and adaptation of international experience.
